It is the hour after updates. Since updates force everyone off if you get on right after an update I think it is a combination of two things happening. Collectors have accumulated a little bit for everyone so there is that on every base you find Imo the biggest thing happening is that right when the break is over, since there was literally no one on, if you get back on right away you are going to be searching for bases when not nearly as many people as normal are always searching. Then people filter back on and even idle players come back on to check the update and loot gets worse. I boosted my barracks and went from 1 mil/1 mil/83k to 5 mil/5mil/95k within the first hr. Pretty much every other base was dead and I didn't have to use full troops
