The Clan EXP system is brand new, however, clans shouldn't start without any EXP at all.
Maybe a few better-than-nothing EXP for consolation depending on the number of wars won is also OK (i.e. 700 EXP for a clan that has won 35 wars before the Clan EXP system comes out)
