Many people fail in this quest because they get too eager in sending off boats and getting them in too early.
After filling a boat, take the time you have left whilst the boat to remain on dock to re-stock on supplies that you have already used up. You never know if the next boat or the boats after will ask for the same stuffs again. If you keep sending boats off immediately after they are full, you are going to run out of supplies sooner or later as time is needed to cook the supplies. If you leave a boat to remain on the dock and let it sail off by itself, you still gain the points, voucher and the boat count towards captain III. So leave the boat alone.
After sending the boat away, take the 4-hrs lead time to start preparing for supplies you will need. If you don't have time to make enough, start buying items from neighbors or the newspaper.

P/s: the helpers though many here... Are also helping with lots of other boats, not just yours alone. Like you, we also need time to prepare and re-stock our barns. So, please cooperate with us and you will be successful in your quest. Cheers!
Mine has on a couple of occasions, but also started making Strawb IC because that is 4 hours. 1 white sugar & cream every 4 hrs instead of every 2 hrs. So I also have 22 SIC but usually the boat only wants one..
