Can leaders opt in and out of wars too?

Just curious ive watched chief pat and daddy's videos on the opt in or out and it doesn't say basically I (the leader) can decide whos in the war but it doesn't say i can opt out to

The leaders have final say of war roster.

Members setting in/out switch merely shows their preference.

My guess:
Everyone (including the leader) has an option of IN or OUT of wars.

Additional feature (possibility):
Leader can opt someone OUT of wars if he wants. But a leader can't force someone to participate in wars if that player has opted out.
