You probably can (just a guess :rolleyes:), but unless we can get a reply from Supercell we'll have to wait and see. :)

The leaders have final say of war roster.
Members setting in/out switch merely shows their preference.
My guess:
Everyone (including the leader) has an option of IN or OUT of wars.
Additional feature (possibility):
Leader can opt someone OUT of wars if he wants. But a leader can't force someone to participate in wars if that player has opted out.
