So our clan has been recruiting for a while... We get some pretty loyal members, which is awesome!! But every once in a while, we get someone who bails out on us during prep day/war day. How do you distinguish those who are loyal to the clan and those who are hoppers?

No one is loyal when they first join a clan. It's ridiculous to expect that. Loyalty is earned. Think about what loyalty even is, it'll make more sense. You can't ask for that up front and expect people to take you seriously. Don't war with someone you haven't vetted. If they just joined they have no business in war. It's hard work building a clan from the ground up, it takes time. Be very very picky about who you let in. If you see any red flags, just boot, no hesitation. If you get 10-11 people for example, give it a couple days and feel it out, then war. It took a long time to build my clan, but every member I have is solid. Bring in a couple people, feel em out, kick or keep. Rinse and repeat.
