War Attack Strategy

What strategy would I use to attack this person?

Information about me:

Town Hall: 9

Barracks: lvl 10

Dark Barracks: lvl 5

Note: Other town hall 9's in my enemy's clan were already 3 starred, so I would have to attack the second best.

Picture? It's glitched out for me.

I would also like to know what lvl troops you have. No point in attacking a max Th9 with lvl3 loons because someone told you to.
