It really comes down to which troop you use more. Personally, I would (and am) upgrade to Pekka Level 2. The extra hitpoints on the PEKKA means it can survive more hits, and the extra DPS boost also means it can 1-shot more buildings.
Get the golems and try gohowi, you will have much success against th 8 bases with it.
Sure you have the level 2 pekka but no golems to use him with? What's the point in that? Get the golems.
