You're missing the point of when you and your vice leader become inactive.

Implement a second tier of leadership, below the leader, with its own capability of management. The best number is three, not two. These three are the right number to be able to manage the clan while the leader is in hospital, and being three, can use majority vote on any contentious decision, such as demoting one of them.
An inactive leader does not mean the clan falls apart, and if it were true, then the lower ranks have no significant roles.
To recap:
* If the leader is present and active, lower ranks have no management importance and are just there for vanity and inviting their friends.
* If the leader is away, and there is to be a second tier leadership team, then the team should have an odd number of members to facilitate decision making. One allows no mechanism for an unexpected absence. Two doesn't allow any checked system for removal of one. Three members does.
I really like this. I have been wanting more leadership roles for a long time. It would make rewarding the good members much easier.:D
What is with this in three stuff? No, if I put to many roles SC will not implement this. Vice leaders can not demote other vice leaders that would just cause too much tension within the clan. If a clan falls apart because of an inactive leader than that is the leaders fault not the clans. My roles are fine as is. We don't need this extra role.
