Should I max-out my mines and collectors at Th7?

I have maxed out everything except mines and collectors on my Th7 base and I am at Experience level 60. Should I move on to Th8 or wait till maxing them till level 11 (currently at level 9)?

You don't need to but it is recommended to have them to at least level 9 or level 10.

Personally, I've never wasted the time. I use collectors and mines as filler upgrades when I don't have enough resources for a defense. Dark elixir drills being an exception, those you should max out, but even with 5 builders I hardly ever need extra resources or have such a lack of resources that I can't do one of my larger upgrades.

It's useful to max them out the longer you wait to max them out the more resources you're losing

If you can farm a few mill resource per day, they are basically useless.

If you have the time and resources, definitely. After a night's sleep you can get anything from 60k of one resource (either gold /elixir) to 120k.
