They actually do read and consider ideas, but there are a lot of really bad ideas that get repeated over and over. But if you have a completely new, original idea - and it's good - you do have a chance of it being implemented.
many of the updates in the past year have come from suggestions on the forum. Whether or not those idea's were posted prior to SC starting the programming for them can be debated. But Yes, ideas from here have become real additions.

It's got a list of ideas and suggestions that have been implemented by SC.
My favorite idea from the forums that got implemented recently is the one where Heroes have their health bar on their icons. It's been a great new feature and I love it!
