I, as clan coleader, I would like to have the option to put all members out of the war with one button. And then, all those interested in taking part on the wars, just opt in.
This will avoid me having to kick members who doesn't opt out and doesn't take part in war.
We have people in our clan that only login to gather resources. They don't even read the chat nor the clan mail. But we don't want to kick them.

The purpose of a ruled out list is to get people to shut up about the same subject. We all know people want heroes in war. It doesn't need to be discussed further. There is no confusion that it is desired. So they add it to the ruled out list so people will drop it. They may add it to the game at some point in the future, but in the mean time they want people to let it go.
