Just wanna here everyone's thoughts heading says it all.

I think that if you yourself want to participate in the war or not you decide, not the leader. Might be a bit biased cause im not the leader of my clan :P

As a co-leader I think its great. It gives people the option to opt in or out I believe, but I assume leaders have a master control too (not confirmed).

Nowhere is it mentioned the leader decides.
