Offline doesn't mean deleted. They have to literally delete their game center or google play account from the server. However, they don't and still have a language set to them before they delete the app or quit the game. So offline bases do have a language that is designated before the game is deleted or the player becomes inactive.
Like I said, the language setting is stored on the client.
You can test this yourself if you have two device connected to the same account:
Log into your account on device A and change your language to Chinese, and log off.
Now, log into device B. You will see that the language setting you selected on device A has no effect on device B.
You can do the same thing with music and sound effects with the same result.
What this means is that the language, music, and sound settings are stored on your device, not the Clash servers.
Read what he said please. The language is only saved on your phone, not the server. For example if I had two devices with two different languages which one would be used as my language on the server? None, because language isn't saved on the server, you may as well be saying that if you put volume up you get matched with other people that put volume up.
Also I spoke to someone living in Japan, and she said that the English global was still filled with Japanese people speaking Japanese.. So where does that fit in to your argument?
My language has always been English as I'm from England... I moved from the UK to Thailand and I then noticed my global chat changed and also the % of bases with Asian writing. I spoke to SC and they changed my server back to UK. I now see English in Global but the basest attack or get attacked by are still majority Asian.
As far as the chat goes, that's because the server you connect to is based on your physical location.
As for the people that raid your base, it's just a coincidence. You only get raided when you're offline, and when you're offline your base is just like any other base - with no geographical location attached to it. The majority of the players I get attacked by are Asian also, but I'm in USA and always have my language set to English.
