Boost ur barracks and spell factory to maximize farming capabilites
1. Boost barracks spells and heroes for 2 hour sessions
2. Gem time off hero upgrades
I've had 5 builders since th5 and they've been busy 24/7. I'm mid th9 now and play average 2 hours per day so 5th builder was definitely worth it for me.

Do a few super long projects (longer = better)
Boost barracks.
I would just BAM or BARCH pretty effective as a farming stratergy. with the gems i would boost barracks,boost collectors gold,elixer and de drills.

I'm with everyone else on the 5th builder. I'm a TH9 with only 1400 gems, 4 workers, and I play about an hour or so each night. I spend it raiding all the time.
I struggled keeping builders busy at the end of TH8, but since moving to TH9, I wish I had the extra builder. After that I would do boosting on barracks, spell factory, and hero healing so I can raid faster in a 2 hour sprint.
As you're in a similar situation to me (limited time) I'd fully recommend the extra builder & then boosting production, so you can get the max enjoyment out of your hour or 2 each day of playing, instead of sitting and waiting for heroes to heal & troops to fill up your camps.
Boost all your extractors and, when you're going on some playing spree, boost your barracks for optimal loot. For attacking, barch, bam, bag or even giant healer plus WBs, archers, barbs and gobs.
EDIT: oh yeah, prioritise upgrading your ADs to at least lvl6 because thepy're are really important.
After lurking here a long time,I finally made an account to tell you this: don't ever use gems for resources. You should be able raid all the resources you need. Gems should be used to get the 5th builder, speed up upgrades/ research, and boost barracks, in that order. But, don't speed up the upgrade unless you have enough resources for the next upgrade.

Gem barracks is addictive, be warned :) Once you try how fast you can farm and no need to "wait" with BARCH/BAM/GiBARCH, you may not be able to go back.
with 10 gems/barrack, and assume you get 2 barracks, that's 20 gems per day. With 10k gems left (assuming you use 2K to get the 5th builder), you can do that for 500 days!
