GoWiPe is a better go-forward strategy, but both are valid (and also fallible) ways to attack TH8 opponents. I have not had great success with either strategy consistently getting three stars against advanced TH8 bases. I do not claim to be an expert attacker, but I certainly have a lot of experience with dragon attacks, for what that's worth. Have both strategies at your disposal, and use whichever you think gives you the greatest chance of success against your chosen opponent.
Assuming you're early-ish TH8, do dragons first: bases with fewer than 2 level 6 Air Defenses should all be 3-starrable with 10 level 3 dragons and 5 level 6 CC balloons, and lightning to take out one AD, in my experience.
it is usually personal preference in regards to spells. I too also agree with the lightening technique. It takes out the 1 AD and gives you two to focus on, assuming you know how to perform cuts and funnel the dragons, the rest should be a walk in the park.
As Eric said, dragons for early TH8. Later TH8, you can start using GoWiPe to start practicing for use in TH9. It is, however, a 2 star raid because of the lack of time to 3 star a base.
Personally, I would use 3 rage or 3 rage/1 heal, but 3 lightning on one AD is perfectly fine with level 3 dragons.
I would recommend the Dragons to level 3. It is a very consistant and "easy" three star that you can use for Clan wars. Obviously you can then train up the Pekkas and start working on that as well, but mastering a TH 8 Dragon attack will almost guarantee a great attack every war at TH 8. Also since Dragons don't go past level 3 until TH 10 you would not have to upgrade them again for a long time.
For spells, I would practice with both and see what you find easiest, but it will also be base dependent in some ways. If you can get a CC full of level 5-6 Loons I would say go rage and then both loons and dragons would get the benefit.
And by "Cuts" he is referring to funneling your troops properly, laying a dragon down at two points to break the circle around the base and the rest in the middle to force them to dive into the base. Without funneling you may notice many if not all of your dragons go in a big circle around the base and get eaten up by the air defense.

Also with GoWiPe what is more important to upgrade first between the Pekka and Golem?

You will need near flawless execution to 3 star a maxed TH8 base.
With that being said, now is the time to start learning how to select a base good to use GOWIPE against.
I disagree with some of the above posters in that there ARE some maxed/nearmaxed TH8 bases that make good gowipe victims.
I tend to assign my clan's TH8 gowipe player on specific bases where I know a good attack will net 3 stars. Often times its not his best resource target, unfortunately.
If you can 3 star with both, its equally viable.
