So I know gems' best use is to boost barracks. I will do that. My question is, as of right now, should I save up for 5th builder or should I forget about the last builder and just rush AK (costs 1200 gems) and other things.

I would buy 5th builder. Its the best use of your gems next best is boosting barracks.

Boost barracks not 5th builder. By upgrading walls you can easily keep your resources low by a little planning. And I know as I done it.
OP boosting barracks is no brainer, really the best way to spend gems if you have 4 builders. With all these very expensive upgrades you will hardly keeping all builders busy, even you are hardcore farmer.
I maxing my walls at th8...i have 75 skulls atm, without gems i wouldnt have even half of it.
I am able to keep 5 builders easily busy all through TH9, with heavy farming in the Gold 1-2 range. But, I boost barracks for Barch raids once or twice a day to make this happen. In my opinion, that's the best way to go in TH9. I'm almost maxed besides walls in just over 2 months of work at TH9. 75% Lego walls already to boot.

Having 5 builders is the most important thing in my opinion. It will save you so much time.
U don't need the fifth builder unless u play COC alot or u trying to farm your walls to max

A lot of TH8s who are struggling to keep builders busy look at the cost of the next upgrades and think "No way TH9s would need a fifth builder unless they have no life". The truth is that those expensive TH9 upgrades take a really long time so you even have MORE of a need for a 5th builder as you advance. In fact, I am TH10 now and am forced to keep a builder free to work on zap walls because my storages fill up long before the 2 week upgrade times and I have to stop raiding. It is easier for me to keep my builders busy now than it was when I was TH8.
I wouldn't waste gems on 5th builder. As you go up in the game, upgrade costs are so high you will have trouble keeping them all busy.
Ofc builders, if you have to spend 13 month to max your base with 3 builder, then with 4 you can do it in 10 month, with 5 you can do that in 8 month. Now boosting 2 month with 2000 gems seems totally worth it.
Everything is expensive but the build time is just crazy. With build time on 10 -14 days I have all of my 5 builders busy around the clock and still get stuck for days without a free builder.
In addition one builder should be dedicated to AQ or BK at all times, so the are actually 4 of them.
