I do believe that sometimes battle favors numbers over stronger troops, depending on troop placement and the batches they spawn into.
you also have to consider that its much costly to maintain higher tier troops and it will take longer to assemble
I've put a limit to how much troop capacity a player can place so that the battle can't be monopolized by stronger clan members.
supercell could implement bonuses at this mode to certain troops when they attack a specific troop to balance things out

Yes! I love the idea! When I thought of clan wars i thought of it being based on the current gameplay and your clan would be reaching toward a common goal (trophies maybe) this puts a nice twist on the whole idea of clan vs clan!

Let's be honest, without really good troop placement the majority of the time one dragon will beat twenty archers and since they're starting out on opposite ends their movement and darn AI will have them clump making them easy for splash troops to eat up.
Cost wouldn't really be a problem ad TH 8,9,10 often have excess elixir and will usually have these troops going for findings.
In terms of space, as I said before it'll be rare in this style to see twenty archers beat one dragon.
Maybe to combat the use of these troops on the field certain impartial defensive towers could be placed like inferno towers, air defenses, or splash damage. That way variety would be encouraged.

cause i know clash of clans isn't designed initially for a troop vs troop mode that is why i proposed bonuses (to be determined by supercell) to units against specific units to even things out (even for this mode only since this is the only mode you'll have massive troops vs troops).
Supercell could do stuff like make dragons unable to attack air units so they'll be vulnerable against minions.
And yeah while cost may not be a problem training time sometimes are so those who are in farm mode seldom have a dragon ready in their army camp
bottom line is balancing units is very workable
Sorry, must of missed that or been thinking of a similar thread. Balancing is workable, but maybe for this unique aspect there could be unique obstacles or challenges (eg a roof that acts like a sky wall, or a certain structure that has to be destroyed for victory). It still may be difficult to deal with wizards and valkyries, but I'm sure there's a way.
