Mass dragons is OP at TH7 and early- to mid-TH8. But dragons as part of a mixed army can/could be quite interesting at any level, especially if they made a level 5 and gave level 4 to TH9.
From a tanking perspective, golems are just really powerful giants. You don't see many mass golem raids.
Lava Hounds are just really powerful dragons. You don't see many mass lava hound raids.
But what you do see are mass dragon raids and mass giant raids. Mass giants can work against a weaker opponent, but not an opponent almost a full TH level above you. Dragons can. A brand new TH7, who is effectively a maxed TH6, can 3-star a brand new TH8, who is effectively a maxed TH7. Someone a full TH level above you, and you can get 3 stars guaranteed, as long as you know how to place the dragons. Mass dragons at TH7 just seems poorly balanced. They're too powerful at early TH7.
The solution is simple. Keep the health where it is, but reduce the DPS a little, especially for level 1 dragons. Make it harder for dragons to raze a village to the ground on their own. Make them weak enough on attack that they need support, at least against strong bases.
For example, in my current war, I 3-starred the top 3 players in the opposing clan, all of them TH8's, using 8 dragons and 8 balloons (plus extra in the CC). Partially it was to get away from the boring all dragon raids. Partially it was to save elixir.
And partially, it was because I saw an opportunity to use the dragons as tanks and snipe AD's with just 2-4 balloons each. (Of course I lightninged one of the AD's as well.) Their strongest player had 3 level 5 AD's and a really spread out base that made it hard to direct the dragons where I wanted. I only had level 2 dragons (my main is a new TH8). It was probably my hardest dragon raid, in terms of timing and placing my dragons carefully to make sure they reached the AD's instead of circling around them.
The balloons were insurance to make sure the AD's went down, even if the dragons went around them. (Which, incidentally, is what his level 2 dragons did to my TH7 base, so he only got a 75% 2-star before my AD's and tesla's downed all his dragons.) The dragons served their jobs as tanks beautifully. Nevertheless, when all was said and done, only 4 out of 9 dragons survived to the end of the raid, plus my Barbarian King and 1 out of 5 balloons. My balloons were shot down by archer towers and wizard towers, not the AD's. They sniped the AD's exactly as planned.
TL;DR: I think there should be level 5 dragons. And I think TH9 should get the level 4 dragons.
The stats would be pretty obvious, if you follow the existing pattern:

It's not hard to guess what comes next. For the math-challenged, it's 220 and 2700.
But I think dragons should be re-balanced a little while we're at it. I would nerf the DPS on level 1, buff the health on level 4 slightly, and add a level 5 that's strong enough to tempt TH10's to use a few from time to time. Here's my suggestion:

The DPS would go up 25 with each level, instead of 20. Level 4 would be the same as it is today. Levels 1-3 would be nerfed slightly, with level 1 getting most of the nerfing. It's not a drastic nerf, so a new TH7 could still 3-star most TH7's, but it might give a maxed TH7 a fighting chance.
The health for levels 1 and 2 would remain the same, but then go up slightly at higher levels, to make them survive just a little bit longer. Make them more... tanky. Tanky?
Those are my suggested stats. I've made similar suggestions in other places, but I used to want to nerf the health at levels 1-2. After a dozen more dragon raids since then, I think the health is fine. It's really just the DPS that needs to be nerfed. If they couldn't be flying tanks, they wouldn't be much use in a mixed-composition army. And that's what needs to be encouraged: mixed comp dragon raids. Not just mass dragons.
Dragon is just like Healer, useless once you get to lvl 9 and 10 TH. So ya, boost them both.
I think air raids are way too op. I'm not sureaking it more of an air raid game is the best idea.
