how about a barracks control center? this building organize troops distribution equally on each barracks. Example if you train 40 barbarians, the control center will distribute it equally on each barracks. but on the instances you train 9 barbarian the remaining 1 will randomly distributed to barracks.

For some reason, I actually support the guy who made this thread. In fact i actually do distribute troops if I have an extra barracks avaliable.Hope Supercell shows the same consideration.
