Collectors that are destroyed will not be full, however. And if for some reason his base isn't totally wrecked there could be multiple visitors destroying them and essentially emptying them. I wouldn't use that as a metric for activity by the player. Stuff being upgraded, gold/elixir/de being raided, etc. are all proof positive of activity.
