As long as you maxed your Mortars, Wizard Tower and your favorite farming troops, then you're fine upgrading to TH9.
When I upgraded to TH9, my ATs and Cannons were even at lower level than yours.
Hmmm, upgrade 3/4 of your walls to skulls first, then you will do the rest while you are upgrading.
Max out at least 2/3 of your walls before going to TH9. Lvl 10 king is not necessary, but if you raid a lot, get him.

King- no worries, because at with 2 L6 drills at th9 you will get 4800DE a day
Walls- do them, because at th9 you wont be able to get reasonable loots for th7s anymore
DE troops- if you use them, you should, because you first ~100k DE will go for AQ

I was in the same situation as you are now. I upgraded my TH to lvl 9 without skull walls. I'm doing great now, almost maxed my defences as TH9 and started Lego walls. Upgrade it and you will get more army camp spaces and higher level troops!
You will be ok without the walls. I would go if you think you're ready, i.e. you're ready, you'll be fine, go when you feel like it...
