Should have different kinds of revenge attacks

Those with experience with it know just how effective the revenge system is, or in most cases is not. In the usual 'home village' environment, people troll around for bases with an economically priced army, looking for places with a lot of loot, and preferably easy to get loot. Methods vary from abandon base farmers, to base breaking raiders, with dozens of different kinds of established unit combos to do it with. What aspects generally stays the same is that the base the raiding army came from is usually stronger than the attacked base. Some exceptions happen, as weak layouts and upgrade planning can have the attacked base do a successful revenge attack on their attacker, but all in all, that doesn't happen often. Understandably, people attack weaker bases than them, and profit from it, which is basicly how life tends to work.
On top of the issue of being an uphill battle with revenge attacking an aggressor, there are the technical issues blocking things as well, which is the attack blocking shield, and them being online (which seems like all day at times), with the rare 'they are already being attacked' popping up once in a while.
So what is a person to do? Most likely they will not even bother, since they can't even get past the shield to begin with. When they do, odds are it is a base out of thier league (not trophy league), and can only do an annoyance attack at best in those cases. As much as I'd like for thier to be the ability of a person to be able to take on a base one town hall level than they are, in a normal sense, (like how it was with TH7 and the controversial dragons), it likely isn't going to be added (or added across the board).
The whole situation tends to be boring and unfun, as the stronger usually wins over the weaker, giving only a rare treat to those that do win a revenge attack. I can see most mid to high town hall level people just zapping Dark Elixir storages to try to thumb thier nose at the attacker, since that is the worst they can do towards a stronger base. (And we all know how many people complain about those zaps)

So what we need are different ways to have revenge strikes that are fair and doesn't kill the enjoyment on either side of the attack. Plus something that works around the shield in a fair way, and something that a weaker base can try to do to a stronger one.
I wish I could say I have some master plan on how to fix all of those above issues, but I'm not that egotistical, nor wise enough to guess accurately how the general public will react. (Hell, just recently I had issues with one thread having no replies at all for the first time being here, despite being sure I would) So I'm asking you guys for some core ideas, and ways to possibly make the promising ones work.
Some ideas I've come up with are...
- Specialized loot raids
- 'Touch the Town Hall'
- Some form of bet over a set goal
- Smaller scale raid
Note: Not all of these are gems. Some ideas are possibly bad, and are just off the top of my head. I haven't put much thought behind them... yet.
Specialized looting raids are just what they sound like. Instead of the goal being attack the town hall, and wipe out the entire base, the goal is, verse the base as it is, to attack and loot one kind of resource with a limited force. (Scoring and details yet to be worked on)
Touch the Town Hall is basicly a statement of "I maybe weaker , but I'm not THAT weak!" The Town Hall has effectively 1 HP, and any unit that scratches the paint on it gives them a win (with whatever proper rewards. likely a pride/trophy win). I say any "unit", since anyone with a Spell factor can zap it without stepping into the base.
A bet over a set goal is an unusual attack where the revenging person bets that they could, for example, at least 2 star the other's base. Both sides would agree on the conditions and wager, and then battle starts, as the avenging person attacks, while the other watch's and hopes the other fails. (ugh.. possible exploit if done wrong.)
Smaller scale raid would be an attack on a small part of the other's base, or maybe a small outpost of sorts made by the other person. Or maybe unit verse unit... (and I'm drawing a blank on how best to do this one.. sorry.)
In short: The current system just does not lend itself well at all as a way of casually having fun, nor can I see it ever being up to par with the rest of the game with just simple modifications, and should just be redone with something more fitting for the most common kind of opponent matching that happens.
