Nope, live with your decision to rush. It's not game over, you just get a little less loot from lower level bases.
If you haven't already, start making good long term decisions to help your base grow.
1. If you haven't already, max out all collectors. This is free money not affected by loot penalty.
2. Prioritize troop upgrades, focus first on the troops you like to use. After maxing collectors this is your most important priority and will help you out of the rut you are in.
3. Stay in a trophie league you feel comfortable fighting in. You mentioned d-lvl'n to th 8 so I'm assuming that's how bad it is. Try farming around 1,600 trophies with Barch/bam. Even with the loot penalty you're bound to find a good amount of inactive bases you can loot.
4. Max out army camps, if you are going to have a loot penalty might as well have as many troops as you can.
5. Do your best to keep all builders busy at all times. You should have plenty of low level cheap upgrades so this shouldn't be a problem. Since you're here, build all inferno towers and xbows.
There's no need to go back a few levels, you'll be just fine if you develop smart long term goals. your only other choice is to quit and start over, which isn't worth it imo.
