I think we need to split this into the two groups mentioned in this thread. Total Bases vs Active Bases. Total bases its either TH2 or 3. Active bases would be 7 or 8 in my opinion.

I voted TH5, but i wish I had picked TH2. Quitters!
I was going on the assumption this was also for only active bases so I said TH8 for that.
As far as inactive bases go, I was leaning toward the majority here and saying TH2. But then I thought about that a little and then decided that I think TH3s definitely and even a lot of TH4s. My reason for this being that, if you think about it, if someone was getting bored right at the start they would just keep upgrading random stuff they had resources for. They would have to play for at least a week (speculating) and the cost of hitting the TH upgrade button on TH2 is only 4,000 gold, which is doable even for someone who looses their interest in the game very fast. Especially if they got bored or tired. They would just rush. They would upgrade their collectors and storages because those are really all they get, log off and then on again later on so that they are full, collect, spend, then log off again, rinse, and repeat. With only 15-45 minute upgrade times and low cost its totally possible.
The only reason I speculate this is because when my fiance joined like a year ago now that was exactly what she did before she stopped it. Was off and on every other day or so for like a week and just kept rushing things. When she stopped she was like TH4 or 5, I think.

Town hall 2. TONS of bases are from people who finished the tutorial then quit.
