Mortars and wizard towers... Then air defenses... Then cannons and archer towers... Lastly teslas.
Mortars are essential upgrade them and then archer towers. Your choice from then onward...
I'd go mortars (splash damage), then AD (pretty much essential for pushing/war), then teslas, then archer towers, and lastly cannons. Teslas can make a huge difference when an attacker doesn't predict them, or when they're using a pekka-based army. Archer towers have about the same DPS (if not exactly the same), but with more range, a greater fire rate, and are able to hit air so I'd prioritize those over cannons. And cannons are last.
Of course, don't upgrade all the mortars, then all the AD, etc. Try to mix em around so you're not caught with 2+ of one type of building out of action (particularly AD and mortars).

That's my upgrade order
Wizard towers are great, but have the highest gold per builder day requirement. Try to have 1 working at all times. They're not super effective upgrades (it doesn't change their ability to stop Barch, and Wizard towers are worthless against giants, golems, and lava hounds), but they're a solid intimidation factor and they are always part of your defense, no matter what is attacking you.
Xbows are the best intimidation defense. Black level 3 Xbows make people skip your base, plain and simple. Additionally, they virtually eliminate Giant+Healer based attacks, and help against golem based attacks. Long range high DPS single target is what you need to remove tanks.
Teslas are amazing at stopping tank-based attacks in their tracks. They can be used in tons of different ways, and they have the lowest (by far) gold per builder day requirement. You should always have one going, and once they're all finished, they should be in your core at all times. Low level teslas stink, so a lot of people put off upgrading them. However, lv7 Teslas are absolute monsters. They're one of your best War and Farming defenses.
Mortars are a non-essential upgrade at TH9. Level 6 mortars are all you need. Level 7 still needs 3 shots to kill lv6 barbs (same as lv6 mortar). Level 6 mortar already one shots level 6 archers, so level 7 can't improve that any. Mortars are worthless in war, worthless against air.
Air Defense should be prioritized if you're a war clan. It removes Dragons from even being able to 2 star you (all 7 seven might not even be 1 starrable), and it can possibly help against LavaLoonion. Personally, as an attacker, I don't really look at air defense levels when I LavaLoonion - I more look at placement. So, who knows. If you're not in a war clan, you can get by with level 6 for a long time (mine are still level 6).
Archer Towers and Canons are fairly small percentage wise increases in your basewide defense. Sure, they make a difference, but they're probably the smallest difference per builder day spent possible. I still have lv9 Archer towers because I've prioritized other things.

Great write-up. Agree with everything, but I would add that a wizard tower can stop level 6 or 7 giants if paired with a giant bomb (not in the same compartment -- put wizard tower in a closed compartment with giant bomb in open compartment next to it, with another defense in the open compartment to lure the giants).
