if you play a lot, i think most people will tell you to max cuz its easier to the overall scheme of things and take only a few months
If you dont play a lot (which looks like you don't) then i would press the upgrade button because you won't max for a few years.
th10 is overall more fun but people "hate" it cus you can't farm as much in the same amount of time as lower th but in my opinion if you're a casual player go enjoy then new buildings, upgrades and units.
play however you have fun. not everyone enjoys the same thing

Do whatever you think is fun, but once your builders and lab are idle you are slowing done your min time to max. The min time to max without gems is to have lab and builders always busy, if you do this no one could beat you, except for maybe on walls; however, if you are raiding enough to keep all builders and lab busy, the excess loot will like be pushing your walls up.
I am in a similar boat, all my def will be done in about two weeks. Up until now I have always kept builders and lab busy, but I think I will slow down and just enjoy TH9 for a few weeks and work on some lavas. I have always gotten more loot with each th jump, but not sure if that will hold true at th10...

Go up. the new defenses, mines, and pumps will get your builders back to work and get the game more interesting again. Did for me

I'm kinda similar to you, except I already hit upgrade.
I made it my mission to max my defenses and troops (I rushed to TH9, majorly) but after that it would have been a slow grind for Heroes and Walls (They where at 10 and 8 respectively).
What pushed me over the edge is thinking about who I attacked normally. When I was farming the majority of my attacks where against fellow TH9's or some TH10's. Sure I rarely passed up a juicy TH8 base but that was always a bonus.
My suggestion is analyze your attack (Specifically looting) strength. When you think you're ready to consistently take loot from TH9's storages, I'd go on and go to TH10.

If you have maxed defenses it wastes a lot of time just to do walls/Royals, IMO
what you need to do is decide how much you will be able to play each day. if it is less than you think then stay and do walls. but if you are asking this question, it seems like you need to go and get a fresh breath from TH10. It may be what you need to play more if your schedule premits. its nice in comparison and the loot is not bad if you stay in a good bonus range C3 or up with real good loots in C1 or M3 due to bonus.
The only problem I have in TH10 is finding reliable Elixir, since TH9 (the new diet) can dump Elix into Legos and Lavas, its harder to come by.. and losing TH8 effectively for loot (but not easy wins for trophies ~ lg bonus) is a change.. but you get 3rd Drill and extra mines so it helps some..
just need to learn to farm TH9, and you can eat. Dual-Multi-Infernos and 3rd X-Bow will protect your loot more than any wall IMO. (LavaLoons, Hogs, Jump spell)
Dark (Dark pours in) and Gold are not really different IMO, the only noticeable difference I see is the Elixir. troops cost more to make and upgrade so if you are used to bullying TH8 for loot its a stark difference as TH9 can 'stand up to ya' more effectively. but again farm in the right league and go for the win so you get that bonus loot you should be ok.
Finally, although not ideal given your post; you can still farm those walls and Royals in TH10 to the same end. its not a big difference tbh. it will get your builders going again in the mean time anyhow.. ZZZ builder is not ideal when they 'could' be busy on lengthy projects that will improve your base layout.
I just got maxed Giants last night and Storage runs got a lot easier so those 200K+ runs are more viable return on investment, and I don't need to Arch-50% for the lg bonus as much since I can Core and take the goods more reliably (with out the lengthy cook time of Loonian)

I do think it is the difference between being casual versus non casual. Me being more non casual, I want to max out my base at TH9. I know that if I were to keep one builder on a hero at all times it will take me 42 weeks or 11 months to get them both to level 30. For me that justifies why I would leave a builder off for walls, a builder on heroes, and have my three other builders on buildings because I know it will take those three builders 10 months to complete everything. It keeps me busy and not bored because I am putting up walls every day. I know that as long as I do at least 4 legos (or 1-2 lava) each day I should be able to get lavas done over that same 10 month period. So, ultimately I know that all of my upgrades, walls, heroes, and buildings, should be done at or around the same time, which is assuming I don't fall behind on my farming. Therefore, I don't ever find myself getting bored at TH9. Yes I have that sleepy builder, but, as the joker would say, it's all part of the plan.
