I think if you do the math 1 DE is worth 70 gold or 70 elixir.
I rate it as 1 DE is worth 100 gold / elixir though. I put a premium on something that helps offence most [stronger heroes]
I'm thinking of some rough estimation like this:
a Lv 3 Pekka is worth 40,000 Elixir while a Lv 3 Golem 600 DE. Golem is for sure more valuable considering the population per unit, therefore we can take Golem as 30/25= 1.2 pekka, then we get the equation 600 DE = 40,000*1.2 = 48000 Elixir, then we have 1 DE = 80 Elixir.
It's interesting to see many rate the value differently, which means there is no definitive answer.
My calculation is based on buying 10% of your storage.
800,100 gold or elixir = 494 gems. 1 gem = 1,619
20,000 dark elixir = 867 gems. 1 gem = 23.07
1,619 / 23.07 = 70.18
By gem price 1 DE is the same as 70 gold or elixir [rounded]
Figures around 70-80x is round about right after they introduced the extra DE drill to inject DE into the economy. Before that it is about 100x.
Economic basis is the most reliable Elixir to DE convertor --> Lightning spell. Used to get about 800 DE for 4 lightning spells before upgrade (around 80k elixir), now easier to find those that give up to 1000.
Actually stopped zapping after TH7 drill got introduced, but now i still keep the estimation on the zappable amount during raids.
Another calculation I pulled is comparing total daily production of max gold mines / elixir collectors vs dark elixir drills.
TH10 with all max mines, collectors, drills.
Gold or elixir daily production = 588,000
Dark Elixir daily production = 7,200
588,000 / 7,200 = 81.67
Given my earlier calculation based on direct resource purchase of 70.18. I'll pick the round number between them.
So 1 unit of dark elixir is worth approximately 75 gold or elixir.

Using the gem calculator on the Gems page of the Wiki:
8,000,000 gold/elixir: 2,467 gems.
200,000 dark elixir: 5,667 gems.
8,000,000 / 200,000 = 40
40 * 5,667 = 226,680
226,680 / 2,467 = 91.88
This means, in terms of gems, dark elixir is worth 91.88 times more than gold/elixir.
Looking at storage loot:
Maximum gold/elixir that can be stolen from a TH10: 400,000
Maximum dark elixir that can be stolen from a TH10: 3,000
400,000 / 3,000 = 133.33
This means, in terms of storage loot, dark elixir is worth 133.33 times more than gold/elixir.
I'd say, in general it's worth about 100 times more.
It depends on where you are in the game. TH1-6, it's not worth anything.
At TH9, if I've laid everything out correctly, you can spend roughly 1.3 billion combined gold and elixir on upgrades; with either usable for walls, you can split that almost any way you want, so let's say 650 million of each. You can spend about 4.8 million dark elixir on upgrades, mostly on your heroes. So, from that perspective, 1 DE is worth about 135 gold or elixir (650/4.8).
How about production at TH9? If your collectors are all fully maxed, you can produce 84k*6=504 thousand gold and elixir daily, and 2400*2=4800 dark elixir daily, so from that angle, dark elixir is 105 times as hard to produce as gold or elixir at TH9.
