10,000 dark elixir=600 gems.
De is approximately 100× more valuable than gold and elixir.

I remember one of my old threads wherein I made it that 1 Dark Elixir is equivalent to 5 Elixir. Of course the ratio is too low, then one commented that it should be made equivalent to 200 Elixir, but yet it is also too low. It might be a thousand or ten folds a thousand.
i think its less than 100 because the gem rates for gold and elixir are worth it at about town hall 2 but not any later
later its just inflated
so we cant use gem rates because they give different amounts
i think if we ignore the inflation it is about 20-30
