The answer is no to both.

It protects your village if you lose your phone. You use the google account as a village sign-in to access your village. So if you get a new phone, just sign-in and you can access the same village. Otherwise you'll have to start a brand you village.Quote:

By signing into a Google account, you can cconnect your village to it so that if anything happens to your device, you can log into the account on another device. It protects your village from being lost/erased, not protecting you from being raided.

I think he is refering to the hint that says :"keep your progress saved connect to google+". This will save your game progress if you delete the game for any reason and you reinstall it you continue from where you left. Hope I helped
