It seems that your desired outcome of this is to fix the problem of grueling Nexting over all the bases that didn't get TH sniped away that hold dismal loots. There's a better way to do this than treating the TH as a storage, which will still be left outside for almost all players as they may not trust their defensive abilities to hold off at least 2-3 storages if they left their TH inside.
Severely reducing the resource reward for TH sniping bases would stop TH snipes on exposed TH bases as a form of farming. This would leave both low loot and high loot bases out in the queue for longer periods of time. How you do this is by reforming the league bonus system, not by punishing players who keep their THs outside.

B)
1-star: % of league bonus rewarded based on % of damage dealt to base
2-star: 100% of league bonus rewarded
3-star: multiplier applied to league bonus

Farming bases are focused on protecting loot, trophy bases are focused on protecting trophies, this is just forcing farmers to make hybrid bases that arent as effective as a farming base. And in reality trophy pushers are negatively affected as well, since they cant get any easy trophies and are now forced to only do full on raids every time thus slowing down the pushing progressQuote:
