I have always hated the fact that cannon are a single target tower. Cannons have always and will always do splash damage since a little bone and meat isn't going to stop a metal ball going 900 m/pH. Expecially when you have 100 archers bundled up in the same spot....

No. The cannons are fine the way they are. What you are asking for is extremely complicated and would mess up the game.
The cannons in the game may not me logically accurate, but they work for the game. And if you were to change that around more than just the cannons would have to be changed.
cannon balls only inflict splash damage when they hit a large object like walls, pulpit, a fleet carrier etc. Mortar shells explode so they do splash damage. Should you shoot charged cannon balls, then yes you would get the exploding splash damage, however, COC cannon balls are simply a single shot ball.
edit: If you are talking single square damage to the units....this might make sense, but the way it is now is fine.
