Max loons vs max hogs would be the difference of hit points. Level 6 loons have more hit points therefore last longer and lure out CC troops. Hogs are targeted by all defensive towers, while loons are not. Also loons when destroyed do splash damage which can take out CC troops.
You can get away with not luring with a strong GOWIPE but you still need to plan the attack properly. I try to draw the CC's towards the Infernos by attacking from the right place then try to freeze both and hit them with the main attack. Can be risky hitting troops with a freeze while they are on the move but with practise it works well
I think it is both possible, last couple of weeks i used a gowipe variant with a lightning spell and didn't lure the cc. But like already said a witch or couple of wiz can be very annoying when not properly removed. I'm trying now to lure them first and then start the attack but i'm not quite convinced loons work better then hogs. Loons also can easily been taken out if they are in range of a air defense combined with a wiz tower...
I have a feeling it depends where the boundary of the war cc is and how easily accessible defences are within the boundary to lure cc.
that's my guess, I am only a TH8 and I sometimes still use Hogs to lure cc.

I don't lure when I GoWiPe
but depends on the base, I haven't seen a non-centralized CC base in War before though :/ (nowadays)
and if they're non centralized, I don't use GoWiPe
a centralized CC would act as a magnet
