Shouldn't match making be based on TH or levels?

That wasn't the statement that was made. You're arguing semantics, which doesn't work. Yes, town hall level determines what items you may unlock, but town hall level is NOT calculated into a base's battle rating.

Seems like TheConfuzed is the one who first argued semantics in [2] as I think it's pretty obvious what Shadzar meant in [1], and later clarified by him in [3].

Also, the statement made by TheConfuzed in [4] is incorrect. If you take two bases that are EXACTLY the same, except one is a TH9 and the other is a TH8, the TH9 will inevitably be ranked higher due to the fact that a lvl 9 TH has more hit points and thus is harder to take down for the star.
