I'm going to be posting a few times a week with my upgrades, goals, and thought process of why I'm upgrading something and when I'm doing it. I'll be fully candid if I gem something, and I'll try and respond to all of your questions if you have them. In this first post I'll edit some major milestones for my reference. I was a 100% completely max'd TH8 before hand.
Upgraded to TH9 1/25/15
BK: 10
AQ: 2
Walls: 223 skulls, 3 legos, 11 purples, 14 pinks

Day 1:
Hit TH9 today! Completely upgraded TH8 with max resources.
I gem finished my laboratory and started barbs. Barbs are cheaper (4.5m vs 6m) and offer a significant tank upgrade which I feel would be more useful. I plan on researching: Barbs, Archers, Loons, Minions.
I had an open builder and was farming a ton so I upgraded 3 walls to legos, then 11 to purple, 14 to pinks. I think with the huge time it takes to upgrade defensive buildings farming legos won't be that hard.
Upgraded:
Builder 1: AQ to 2; Air defense to 1 (gemmed it forward 1.5 hours before I went to bed so I could upgrade the next); Spell factory
Builder 2: Gemmed laboratory; Xbow
Builder 3: Xbow
Builder 4: Tesla to level 1
Builder 5: Archer tower to level 1, both storages to level 2, walls to random levels, then archer tower to 3 (was more of a timing reasoning then need), then WT to 1.

Day 2:
Lab: Lvl7 barbs (day 2/10)
Builder 1: Still on spell factory (days 2/5)
Builder 2: Still on xbow (days 2/7)
Builder 3: Still on xbow (days 2/7)
Builder 4: Tesla to 1, Army camp to 6 (days 1/5)
Builder 5: WT to 2, gem finished the last 2 hours, started tesla to 2 (days 1/3)
So I farmed all day during this snowy weather. Built 6 legos, and 12 skulls. I only have 14 purple walls left! Had max gold and elixir twice today. Spent the original max elixir on walls, then on Army Camp upgrade...which I wasn't intending to upgrade until later. Going to bed now, had max elixir and gold which is why I pumped out 12 skulls and a few legos before bed. Gemmed the last few hours of WT because I don't want to miss 7 hours on a tesla upgrade.
Approximate total gems used for upgrades so far: 1500
Approximate total gems used for boosts so far: 90

Mungo you should consider doing barbs, balloons then archers. Balloons are way more helpful than archers. I know most people want to do farm units but archer to level 6 is a minimal boost

If you are farming using barbs & archers, then upgrade them first. If you are going to farm with loons & minions, do THEM first.
The increase in archers to six is not huge, but it is noticeable. If you barch 20-30 times a day, and only do balloonian 2-3 times a day, you get more bank out of the less significant improvement in archers (because you use them more).
If you rarely farm, sure, upgrade your war troops first. Max loons are powerful, but are you aware that loons have been reported to be glitched for some time now? It is an intermittent glitch, but it has been repeated by numerous players (although no official response has yet been made by SC), and has affected my attack techniques (not using loons as much) as a result.
