At any rate, only SEE knows which way is more complex from a programming perspective, because it's their game. We can only guess.
From a gameplay perspective, I think 4 stars is easier to understand. Stars are an "all or nothing" kind of achievement. If you get 49%, you might feel some consolation that you "almost" got a star, but as far as the game is concerned, you got nothing. 50% might seem like you only "barely" got a star, but as far as the game is concerned, you got the star. Introducing half stars would somewhat cheapen what a star represents.
