i think if there not maxed they cant be used very good.... THEN you have to pick a base that is crowded
Level 3 is when they become able to 3 star a base. But dragons outperform them.
Level 4 is when they become the best strategy for town hall 8.
A yr ago they were good, they are rubbish now
Due to repeated nerfs by Supercell, encouraged by whiny fools on the forum, hogs are almost useless en mass now even at level 5.
Depending on what bases you are selecting you should be able to do quite well with 3s but like most troops, they take practice.
Also, maybe more so than other troops, hogs are all or nothing. Theyll either devastate a base (if you navigate the giant bombs, predict their pathing and apply heal spells correctly), or they'll evaporate in seconds.
In other words, dont be discouraged if you have a few miserable failures along the way.

You got 1 sensible answer in there OP, wonder if you can guess which it is.
For someone championing staying at th9 forever, you:
1. Never had your max TH10 flattened by the old hogs every logoff. (When i say old, v2 as soon as started targeting defences).
2. Would prefer your pride and joy of a maxed th9 being an instant 3* joke by hogs, no matter how good the layout.
They may have weakened hogs a touch too much over time, but most of it was necessary.
Well,I'd like some advice too.I started my DB upgrade to Level Two yesterday.Should I mass hog someone as soon as they are unlocked or wait?
Mass hogs doesn't depend on the level of hogs, it depends on the kind of base you're attacking and your skill of course, to know how to deploy them.
It all depends on who you're up against. Against a TH7 they need to be lv2. Against a mid TH8 they need to be 3. Against a maxed TH8 you might need them at 4. At the start of TH9 lv4 hogs might work but after that you want them maxed.
Tldr- max level of your opponent's TH level
Edit: Oh and if you don't path them right or go against an obvious dgb base then it doesn't really matter what level they are because you lose
lvl2 @th7 is pretty viable, but of course, it is done rarely as DE is hard to come by at this TH lvl, and why use hogs when you can Dragon?
lvl4 @ th8, just pick a base, no matter what you do, Double GBombs will kill hogs
they're not really that good at th9 even at max, still usable though, depending on the defender's lay out
good for donating on lower lvl TH though :3
Level 3 is the point where they can survive lvl3 giant bomb which you will be mostly facing. But the problem is picking the base the can be 3 starred and know how to deploy your hogs so that they don't go in a ring and get evaporated by double giant bombs.
I have tried once to put 2 healing on a point where double giant bombs were and they survived because there was a small delay between 2 bombs.
I prefer now to mix them with giants or dragons. In this way they give better results
max level you flatten a max the . the mentality that hogs are useless now is wrong, hogs combos are the best for th9 and easiest way of getting that 3*.th10 you need to be really good to use them
