Check out the base design subforum. If you're really low you shouldn't have too much to worry about, just start upgrading stuff! Good luck.
Max everything out before you upgrade the Town Hall! :)

I really enjoyed watching Chief Pat's channel on youtube aka Playclashofclans - check that out too.
There's a ton of great videos by quite a few people on youtube about this game, good base layouts, instructional videos on how to raid well, so you get lots of loot to upgrade things as quickly as possible, etc.
If you didn't know already, hopefully you haven't used them yet, but SAVE YOUR GEMS. The best thing to save/spend gems on when you're just starting out, is more BUILDERS!! You can get up to 5 builders. It may be tempting to use gems on other things and do as you wish, however, there is nothing smarter to save gems for and to spend them on then additional builders! More builders simply allow you to be able to upgrade more things at once which is key to help you upgrade quickly.
You can get more free gems from clearing the obstacles (trees, trunks, bushes, mushrooms, rocks, etc.) from around your base. Keep in mind, trees, mushrooms, trunks, bushes, all grow back. Rocks/stones do not, however, you still want to clear those anyway, since as you progress further into the game and upgrade your townhall, your base will get bigger and you'll want that stuff out of your way. Also, from time to time, Gem Boxes will appear, only one at a time though, so clear those for 25 GEMS!
Save those gems religiously until you have all 5 builders is my strong suggestion and like someone before me said, upgrade everything in your base before upgrading to the next townhall level, even and very importantly your WALLS!
