The Problem is simply the shield System, that was designed for trophy pushers until th9, but not for farming (what most Players do). 12 hours shields may be great for th7/8s pushing to Crystal, but not for th9/10s putting their th outside and attacking 20 times a day to pay for their Upgrades while everybody gets a 12 hour shield.
No doubt very few players are max TH 10, but the ones who are are generally the most invested in the game (either with time, money, or both), and I'd say most of them would like some new content additions that would likely accompany TH 11. Personally I feel like the best updates are ones that add new features for everyone, have some balance adjustments for mid-levels, and provide something new for those at the "end" of the game.
