I got 4 builders without spending anything on clash of clans. You can see my village in my signature.
in theory you can get all 5 builders without spending a gem = trees, bushes... but most people can get 3 and if you try hard you can get 4.
Pretty sure you can get 4 with achievements only.
Getting the fourth builder for free in about 5 months is perfectly feasible.
And I know a few level 90s who started back in August and have never bought gems.

it's all about the patience men. I got myself the fourth builder and am at 800 gems again so 1200 left for fifth builder. haven't spend any money on coc
