Hogs for sure. 1 level from maxed! Then I would move on the Witches for HoWiWi strategy then take the time to get Golem to 4.
If you're thinking short term upgrade hogs. They will provide a pretty quick boost to some war attacks.
In the long term, get those golems maxed. They are useful in basically every late-game army composition.
lvl 5 hogs are great but you need heal spell at least lvl 5-6 i would go golems they are awesome when mixed with wiz and witches
I did witches first and then golems.
I give them (witches) out in war and happened to have extra de
even with heros upgrading
Golems for GoWiWi or GoWiWiPe
I'm a pretty new TH9 and have good success upgrading DE troops in this order so far:
Hogs all the way to 5
Minions to 5
Golems all the way to 4
Working on Witch 2 now...
Then I will knock out the rest.
I did go Barbs, Archer, and Balloon to 6 before starting the DE troops.
Seems to be working so far.
