No hopper penalties thank you. People come, people go. That's clash
This is an argument between the needs of the many and the few.
In my opinion, the many are not clan hoppers but are just good ol' clashers trying to find a clan home. Why punish them if they join a clan and find the chat is dead, or the leadership is incompetent? While trying to find a new clan it is necessary to "hop" between clan and clan to find the one that suits you best.
Now problems of the few can be solved quite easy actually. In the clan description you can say something like, no troop will be donated unless you donate troops first. That's a sure fire way to prevent hoppers while still protecting the needs of the many.

I hate to say it but this same idea gets thrown in all the time and we wear our fingers out explaining over and over why it is a bad idea that should never come to pass. the idea and then the explanations are the same every time.
the truth is that hoppers are your clans job to handle not SCs. All your indignant 'someone should do something' talk, look to yourself to do something. I do apologize how this sounds curt, but it really is an honest and correct answer.
Support hopper penalty, but don't support locking them in a clan.
Suitable penalties might be:
* A cost in gold, increasing with their TH level, to enter a clan. Perhaps leader-settable.
* As above, but a cost in gems. Even one gem.
Hoppers can be penalised by clan policies, such as no requests (satisfied) until the hopper first donates.
Simply add to the profile the number of clans a player has been a member of. Then everyone can see if they have been in dozens of clans or a few clans. Then the clan leadership can take it from there...
All of these ideas are done with the assumption someone only moves between clans for bad reasons. Its not true. there are a greater number of legitimate reasons for guys to move between clans and they should not be restricted or penalized in any way. They can't do something that negatively impacts the majority just to help a few with what is really a clan management breakdown on their part.
Everybody here wanting someone to do something about hoppers needs to realize that they themselves are that somebody. Manage your clan, its part of being leader.
