That said, I would do like others have suggested, barch in low leagues. As for how to build out the base, he'll need to prioritize.
1. I would make resource collectors a top priority, have at least one being upgraded at all times. Since this is a gemmed account, I'll assume it has at least 4 builders. Dedicate one builder to upgrading resources. I would focus on elixir collectors at first. You can't farm if you don't have adequate elixir supplies. Also, you'll need elixir to build the second priority items.
2. Second priority is offensive capabilities. Increase army camp size. Upgrade troops in the lab. Upgrade the lab. Upgrade the spell factory. Upgrade spells. Upgrade barracks to unlock better troops, but only when needed. (I.e., dragons can wait.)
3. Third priority is defenses. Having your base smashed every time sucks, but if buying a couple upgrades here and there aren't going to prevent a 3 star anyway, then don't bother. Sure, upgrade defenses if you have excess gold, but don't use more than 1 builder to upgrade defenses. A better army (priority #2) means better farming, which means you can "fix" this village faster.
