It depends a lot on the air defense level, level of the archer towers and teslas and even level6 wizard towers can be a problem. My default answer without the details is you will get 1 star on your target.
No, L1 Dragons cannot 3 star every TH8 Base. I've had people try in war several times. They do get one star but can never get to the TH for the second. My Teslas and AD are L6 and ATs are maxed as well.
Yeah a TH 8 can defend it, even if they are level 3 drags with the right defence and lvl 6 air defences.
Any TH8? Absolutely, if they don't have ADs.
Realistically, doubtfully. Since it sounds like you have level 5 loons just use loonion.
He isn't asking if it is possible to defend against some random guy from your enemy clan spamming them, he is asking if the best dragon attacker in the game can 3 star any TH8 using them. I will probably lean toward yes.

Yeah even Level 2-3 dragons with spells can have a hard time with a proper TH8. For level 1 dragons to 3 star, they would have to have poor AD and poor placement of defenses.

It depends on the base layouts and Level of air defense. Many th8s are 3 starable even with lvl1 Dragons. If at least one of them is not centered and is reachable with hogs in the cc, then you can take out another one with lightning and proceed like you would with any th7.
If the air defense is centered and lvl6 even the best Dragon attackers in the game with Dragons lvl3 as a th8 cant get 3 stars in most cases. There may be situations where the Dragons behave the right way, but even if you are very good with Dragons there are still some variables with Dragons that you can decide. Every time the troops in the cc behave differently and the Dragons will fly into another direction. Some situations of Dragons flying around can be avoided, some not.
There are a lot of th8 bases that are incredibly hard to three star with level 1 dragons.

Someone form my clan 3 starred a base I did before him. I only got 2 stars *cries* and I have level 3 dragons.
Took 2 rage and 1 heal spell and max loons.
He took level 2 dragons, 3 lighting spells and max loons.
AD were level 5, but we were lucky the skeleton’s were set to ground not air.
I hope that can kind of give you an idea that it is possible, with right placement of troops.

Theoretically you could but with level 1 dragons there is a bit of luck involved so no You cannot 3 star every Th8 with low level dragons, level 3 dragons however have not failed me yet
