Never gonna happen. They intentionally made matchups random from the very beginning of coc. Whether pvp or clan war, this was a deliberate choice. Very few people would select even matchups. No matter how competitive you are, you want to win. Finding someone as low as you can select will be an epidemic and opens up to war farming.

Its still exploitable. "You guys win this one by all attacking our #1, who will leave his town hall unprotected. Then we do it again for us." Random is the only fair way. As was said before, anything else and you then have clan war farming.
