I've had 15+ attacks with this new layout. Only 1 has broken into a gold chamber. Another broke into a gold and elixir chamber. The others, nothing. Some bases are just OP.

One thing that will help quite a bit is climbing up to crystal 3. I spent all of TH8 in crystal 3 and it wasn't difficult to farm there. Having your town hall out is good, but the league bonus in gold 2 is not high enough for many people to even bother sniping. Once you get to crystal 3 no one ever passes an easy snipe. If the first person to see your base does not have an army designed for fully raiding a base (and most of them do not) they will just snipe it and leave even if you do have full resources available in your storage.
There is no point at which you can prevent every kind of attack, even when your defense is maxed.
But...
You can limit what a player can take from you. A strong TH8 can deter your average TH9, and a weak TH8 doesn't really need to hang onto anything worth stealing.
Place you TH outside and most times people will just snipe you and you are back behind a shield. If you want to try and make people fight to get trophies off you then be prepared for them to bring stronger armies.
TH8 is basically that golden era for most players, lots of loot available, easy to spend it, and when you aren't playing you can have strong mines and pumps just ticking it away.
You can't expect to not get attacked and be able to keep people out all you can do is try to encourage the types of attacks that will give you what you want.
A pretty developed TH9 is probably when you can relax a bit (even though you can still get flattened by a decent strength TH10 attack).
TH8 gets hammered by not much more than TH9 farming troops. With my mini I don't really balk at having a go at a strong TH8 with Barch and a rage and I usually get what i want. There is so much loot available to TH8 though that it is a bit much to expect to defend it most of the time.
DE is a pain in the ♥♥♥♥ to hold on to at TH8 though.
Always have lvl 5 wizards in your cc and put it at the center of your village where lurring the troops out with barbs or archers is impossible.
That way you will most of the time wipe the first wave breaching your walls especially giants.

I'm mid th9 (half my main def [wizT, mortar, tesla, AD] maxed, xbow lvl2) and if i manage to try and stack ressources, i still get steam roll for at least half my loot minimum (5/8 storages)
so idk yet...
that's why right now i took a break upgrading defense and i'm working on walls lvl9 and heroes, putting my th out, now i'm 95% of the times sniped and don't have to worry too much.. so i'll tell you more about it in 3-4months once i try again to gather ressources for the rest of my defense
You could do a mix ot defenses and walls, which is what i currently do (becoz i have nothing left to upgrade with elixir actualy) :
Use gold for building (which may mean to store a lot)
Use elixir un walls (wich means you do not have much to be stolen)
and expose your TH
Snipe is likely
the people who are seeking elixir won't attack
the people seeking for gold will only attak if they are ready to loose elixir
I only have AT's left now and one dark barracks and my th9 upgrades are done. I did pretty much the same, took a break midway and worked on walls. My excuse was that the loot wasn't good at the time and I things in RL that meant I couldn't spend much time. To be honest though, losing half your storages isn't a serious loss. It's only when you lose all your storages that really hurts. I'd say grind out the xbows if you can as lvl 3 are much improved. Canons can be maxed quite easily. You've already done most of the tough stuff.
Skull walls help. I put some skull walls at key points and I went from getting 80%ed to about 66%ed. TH9s are tough with level 6 giants and the AQ. You cannot stop them, you can only hope to slow them down.
