Title pretty much says it all. There needs to be a cool down period between when you leave one clan and can join the next to prevent people from joining a clan and leaving 2 seconds later.

What about farm/main clan structures, or War/farm clan structures, or request and leave clans.
This is why they leave it in the hands of the clan leaders to deal with hoppers. Most do so quite easily too.
