Depends on what you are using them for. For farming, defending and golem based strategies the queen is better. If you are hogging bases/using lava hounds where the enemy AQ must die the barb king is better. But i would still upgrade them somewhat evenly like every 5 levels switch
Always level them in pairs of fives in accordance to unlocking the next level of their special ability. That way you can have the other to use on raids and such while the other is sleeping too.
While I would recommend upgrading both if you can (getting used to playing the game without heroes lets you keep them both upgrading without bothering you) if you can only keep one asleep I would upgrade the queen first. The queen is very addictive. You have probably heard a lot of people talk about always keeping one hero awake or wanting heroes to work when upgrading during clan wars. These are people that used their queen too much and now can't play without her. She is powerful and becomes a crutch that people want to lean on. It is best to keep her down so you can't get addicted until she is already maxed or close to it. Once you get used to her you won't want to let her go.
In war I have noticed that most bases i attacked have both hereos within two lvls of each other. I would be worried that have a nearly 25 lvl difference might hurt you in war.
I have level 15 king and level 34 queen (upgrading to 35 at the moment). She is powerful, very powerful. The barbarian king can never match the special ability.

With the decreased regen time there is no question that you should do the queen first. I would get the BK to level 10 and max the queen if you have the choice.
^Exactly this, level your king till he is just bulky enough 15-20 then focus exclusively on your queen. Not only will you farm your king much faster, you'll def get more gold with her.Quote:
