Most people finish th9 upgrades when their king/queen is about 15-20 and this is a good enough time to upgrade to th10. The ideal time to upgrade to th10 is when you have upgraded all your lab upgrades as well as defenses. Upgrading to th10 means you can get far more dark exilir which means you will be able to upgrade your heroes faster and you will be able to spend excess exilir on lab upgrades.
Just started the maxing process of th9. Got everything maxed part from heroes, walls, collectors and valks. I have lvl 14 king and my queen is upgrading to lvl 13. I only have about 68 lvl 9 walls. I am kind of dreading it but reading this helps :)

I am super happy with my choice. I felt the loot I spent on lavas would be better spent on maxing town hall 10 things. Plus, I believe that dark will be easier to acquire as a 10. Good luck on which ever direction you choose.
I'm a complete Max th 9 defense and buildings wise. AQ LVL 20 BK lvl 21. I have 112 lavas. On the home stretch 👍💪
