What to do with all this loot?

Spend all of the gold upgrading walls and spend the elixir on the most expensive elixir upgrade currently available to you. If your lab is not running then spend the elixir on the most expensive lab upgrade available and use the builder to do the most expensive elixir upgrade you can afford with what elixir is left after getting the lab started. That should completely empty your gold storage and mostly drain your elixir so you can get back to raiding and filling them up.

Edit: Also, look at your achievement list and see what you can do to get some more gems to get your third builder as this will help you out a lot. Donating lots of troops for the friend in need achievement and getting more trophies for the sweet victory achievement are good places to start. Never pass up an opportunity to donate troops until you get the 25,000 troops needed to finish friend in need. It is a great source of easy gems to help you afford your 3rd and 4th builders.
